Can a student of arts be able to study electrical engineering after 12th???

Hello Aspirant,
I don't think you can study electrical after 12th arts, as minimum requirements are 75% in physics, chemistry and mathematics. If you have these subjects, you ate good to go.

But in the application form they said that a student must have passed in physics,maths,and chemistry.
