CAn i change my branch from IT to CSE in second year? Is their any process like this?

Generally colleges have this scope but CSE is one of the top branch and in demand so the transfer may be difficult.
Also they have this criteria like attendance, performance, no backlogs etc which make you eligible for the transfer of branch.
Rest you will have to confirm from the college itself.

Yes, there is process it varies from college to college. If you are passed in all the subject with good grades you can change your branch.
