Can i participate in other states for mop up round without domicile? Is there any states which allows the above I mentioned?

No state other than your domicile state will allow you to sit for counselling for 85% state quota government seats. If you want to take the benefits of state quota seats then you will have to sit for counselling in your respective state.
But you are allowed to attend the counselling for private quota seats in private colleges for any state you want by registering for counselling at their respective websites.
