You need to appear for UPSC Civil Service Examination in order to become an IPS officer.
The IPS service is divided into various functional departments such as Crime Branch, Criminal Investigation Department (CID), Home Guards, Traffic Bureau.
The basic eligibility criteria is to have a graduation degree in any stream. The exam is divided into three rounds-Preliminary,Mains and Interview. You need to ace each of them to get selected for the training. Apart from that,you need to meet certain physical requirements too.

For becoming IPS,you have to appear for UPSC Civil Services Exam fir which you need to be at least 21 years old and passed graduation in any discipline from a recognized university, you can appear even in the final year of graduation. UPSC consists of three level of exam namely Preliminary, Mains and Interview.
To give you a brief about the syllabus;
Preliminary consists of two paper of 200 marks each in MCQs based format. GS Paper-I consists of the following topic such as History of India and Indian national movement, Indian and World geography, Economic and social development- sustainable development, poverty,inclusion demographics, social sector initiatives etc,Indian polity and governance-constitution,political system,Current Events nationally and Internationally,
General Science,General Issues on environmental ecology,biodiversity and climate change and CSAT includes topics such as basic numeracy, comprehension, logical reasoning and analytical ability, general mental ability, decision making and problem solving, interpersonal skills including communication skills. Preliminary numbers are not added in the final list, you just need to score the required cut offs against your category. Knowledge coupled with speed is what helps in qualifying Preliminary. So, read,revise, practice through mock papers and previous year paper.
Mains is more of a subjective type, one needs to write answer for Four General Studies Paper(GS-I includes Indian Heritage and Culture,History and Geography of the World and Society, GS-II includes Governance, Constitution, Polity, Social Justice and International Relations, GS-III includes Technology, Economic Development, Bio-Diversity, Environment, Security and Disaster Management, GS-IV includes Ethics, Integrity, and Aptitude),Two Optionals, One Essay, two language paper, there are total nine papers here. 250 marks for each paper, total is 1750 marks followed by Personality Test of 275 marks. The key to manage Mains is to start answer writing in advance, and practice it in continuous manner.
Some tips to start your preparation;

Have an integrated approach, nowadays UPSC even frame questions based on Mains Syllabus.
Start reading newspaper on a regular basis,you can start with The Hindu.
For books,start with NCERTs and then move to other standard books like History of Modern India by Bipin Chandra, Polity by Laxmikanth etc but keep resources minimal, read one book many a time instead of many a book one time.
Going through previous years paper and mock tests are highly recommended for Preliminary as well as Mains.
