The counseling will start somewhere in may 2019 where top 20,000 rank holders will be called. According to your rank you will get cse ,ECE , IT in chennai campus. This is in accordance with the previous year's cut off. There may be slight change in this year's cut off. So you may or may not get into Vellore campus. But you may keep Vellore as your first preference and then shift towards Chennai campus.

Congratulations for your good rank in VIT . With around 15k rank I think you can't get CSE /IT or even ECE in main campus with normal fees. May be you can get in category 2 or 3 . But you can definitely get ECE in Chennai campus which is also good and placement are combined for both the colleges.
