how to know ews certificate issued date? there are two dates.....one is written with pen *21 feb 2020* ...and other one is printed with *valid for the year 31 march 2020* ....which date i have to consider?

First if you talk about the date mentioned as 21st February which is written in pen then it generally means that the certificate was issued and signed by the concerned authority on that date which is not in printed form.
The second date written as 31st March is the date till which the certificate is valid or is the renewal date of the current certificate.
