According to me in most of the state only those people can apply for state quota seats if they have a domicile of that state.But still to try for a particular state medical college seats,you would have to go to the official neet site of that state.Then you would find the registration link and would have to apply.
Just take care whether it requires the domicile of that state or not.If it does not require for private medical college then well and good go for it .
