Yeah definitely he is eligible for that , no doubt. Infact there are many private engineering institute which will intake the candidate's for their respective Course via their own entrance exam and if you wish to go through with the management quota in such cases you are requested to directly contact with the management of that particular University/College such that they will elaborate you about this.
