Surely you can apply for the other states viz. Tamilnadu or karnataka. As other states provides only 15 percent seats for the other state aspirants under the all india india.
As for the karnataka state the cutoff was low in comparison to the Tamil Nadu state. Its easy to get seat i. Karnataka state than the tamilnadu. But if you carck the marks for the Tamil Nadu state then go for the tamilnadu state.
