Yes you will need the OBC NCL (Non Creamy Layer) certificate while attending the counselling for NEET because the reservation is provided only for the Non Creamy Layer.
While, the OBC certificate is always valid, the NCL certificate is valid only upto a year, so make sure the date of issue of the NCL certificate is within 1 year of NEET counselling.
