JEE Mains is an annual exam that is conducted by the National Testing Agency and the CBSE for admissions to undergraduate engineering courses in NITs, IIITs, GFTIs and other institutes. It also serves as the first stage for admission to IITs through JEE Advanced.
As for your question, tyou won't be able to get CSE in the top most NITs like Warangal, Trichy, Allahabad, etc with marks below 200. But you will be able to get CSE in middle tier IITs like Calicut, Rourkela, Bhopal, etc.
