Based on the marks you scored you may get under state quota but in All India Quota chances are very less. Hope this answers your querry.

You have moderate to fair chances of getting a govt medical college in Chattisgarh if belonging to state quota whereas the chances are low in case you are from other state. It all depends upon your ranking as the competition level is quite tough the cutoff varied every year so one cannot be 100% sure about the upcoming. Do not get disheartened and hope for the best you would surely secure a seat .

Yes you would surely secure a seat in Chattisgarh. Do not get tensed. Here is a link for College wise cutoff marks as well as rank for Chattisgarh govt Colleges go through it and you would feel better as for general category belonging to the state quota the cutoff marks were above 464 as you said and you've got 490 so it's great.
