I'm sorry to inform you but with this percentage you won't be able to get into any of the colleges, especially government ones.
The reason is that almost every college in India considers students to be eligible for admission only if they have passed class 12 with atleast 50% marks.
However, there may be some colleges that might offer you admission but you might have to pay donation for admission and you will not likely be able to get into a college and course of your interest.
