IIf you are from general category, then I guess 134 is the applying cutoff for general category students. So you are not eligible to fill the neet form for counselling itself. And veterinary, BHMS, BAMS every admission has become centred now and based only on neet marks.
So now you can either opt for BSC with ur 12th grades or maybe think of taking a drop if u want to get a better college but for that you need to ensure that u will study this year properly otherwise it's a waste.
