As per the new rules,even private candidates are eligible for appearing in NEET exam.you just have to full the eligibility criteria which is-
1) you should have 50% aggregate marks in PCB if you belong to general category while for obc/sc/st you should have 40% aggregate marks in PCB in 12th board.
2) your age should be less than 25 years if you belong to general category and less than 30 years if you belong to obc/sc/st category.
There will be no problem of gap year,at the time of selection you just have to attach a affadavit for gap year.i hope this information helps you.
