I was born in delhi and done my schooling in delhi also my family migrated from bihar in bihar my caste comes under EBC caste and in delhi my caste is under SC. my father don't have a caste certificate and in JAC counselling EBC is not allowed. Which certificate should i apply for i am comfused help

Since you were born and brought up in Delhi and you want to take addmission in a college there,you should apply for SC certificate.Since your father does not have a caste certificate, you would typically need to apply for one based on the recognized category in Delhi, which is SC in your case.

Its a counselling process where you need to submit the certificate of caste which you have filled during the application process You cannot change your caste later . Since you selected whatever category in jac, your application will be considered only for that certificate under the general category for JAC Delhi counselling . In a very rare chance, JAC Delhi might allow category change during counselling for genuine cases with proper documentation in this case you should inform the counselling authority to get any help.
