if i did not recieve any seat through mcc portal ,then is my registration fee refundable?

During registration you have to pay two types of fee, one is non- refundable that you dont get back and the second one is refundable which you paid as security fee this amount is adjusted with the fee in the college in which you take admission since you dont get seat you get your money back after the counselling process is over.
