Is tfws rank and general state merit rank are same or different?

Hello...
Both are two different category and their ranking also comes differently . TFWS refers to tution fee waiver scheme which is referred to meritorious students who belongs to economically weaker section and nit be able to pay the fee of college.
Whereas general state merit rank is given to state students who comes under general category.
