Hello divyansh,
categorical reservation is only to help students with more college options by lowering the general rank. for admission into any college or university, you can use quota. after admission , there is no use of quota and all the facilities are same for everyone.
there is no exception in terms of fees. you have to pay fees for your course in due time. fees are handled by the college not by the government. You can apply for scholarship to assist you in terms of fees to some extent.
