Hope you are doing well. Yes you can can get a seat for ECE with this rank as you also belong to HKR reservation. But the thing that matters is that you may not be able to make a place in top colleges. You can get an ECE seat in some of the normal or average colleges as less number of students appear for COMED-K exams and the cutoff rank for most of the colleges will also be less.
