As you mentioned you belong to andhra pradesh which means that you will have to apply via all India quota counselling to get into a government medical college in tamil nadu.
Now as per last year's cutoff rank for all India quota counselling in tamil nadu you have to get a rank atleast in 65,000-70,000 to get a government seat.
And I am sorry to say but you won't be able to get admission in a government medical college in tamil nadu via the all India quota counselling.
