Since your daughter has passed both 10th and 12th from same state, she is eligible for that state also.
She is also eligible from kerala if you have been residence from 10 years.

Jis board me exam pass kari hai us state ki 85% seats offer hogi apko. So here telangana me 85% seat apko offer hogi
