To answer your question in short, No, having an eyesight of -8 does not ensure you of obtaining a PwD certificate. You eligibility will be determined by Best Corrected Visual Acuity (BCVA), which is used to figure out your best vision using glasses or contact lenses. I suggest you make a visit to an Ophthalmologist to get an idea on your best vision.
