State rank doesn't matter...
Previously JEE declare the state rank but from last 2 years they remove state rank

Rajasthan has conducted his own entrance exam to take admission in engineering programme. Counselling and merit list will be declared separately.
Through JEE Main you can take admission in NIT Manipur.
