surrender means you are free exiting the counselling. which means you can participate in 2nd round without paying again. but you have to confirm you dont need the 1st round seat. then you can participate in round 2.
resignation is coming out of the counselling completely, you cant attend rest of the rounds. or you have to pay again for round 2.
if you are ok with 1st round college then take it. if you want a 2nd round college then surrender your 1st round seat (after deciding well). now 2nd round is your last attempt. otherwise you have to pay again for 3rd round.
to resign, you can just do it whenever you need. better to do it before round 2. so you can come out completely.
