Yes you can apply but ultimate choice depends on where you want to study and in which college according to your rank and category
You can apply for both and in counselling make sure that you are getting the college of your choice and make a final decision before payment of fee
And if you are willing for fee reimbursement according to your category nad income level i would sugest you to study in the state you residence is in
