Yes you will be eligible for OBC quota in VMMC Delhi even if you belongs to Delhi. As of now NIOS students are eligible for NEET 2021.
Now as we go through previous year's (2019) cut-off then it shows that in 2019 the lowest cut-off marks was 527 for VMMC, Delhi under 85% state quota for OBC category and we saw an increase of around 25-30 marks in institutional cut-offs in 2020. So if you are targeting for NEET 2021 then your aim should not be less than 565 out of 720 marks.
