Sir my jee main percentile is 78 if I get any government college or any average college

Sorry to disappoint you but even to get admission into lower NITs you need to have a percentile more than 90% as a general candidate(If you are not OC it will be different). I would suggest you to rather take admission in private colleges that are affiliated to jee mains or if you want NITs only you can drop a year and come again next year with much better preparation.

The cutoff for every college is different. As far as any government college like IIT or NIIT , the cutoff is 95 plus percentile. So you won't get any government college.
But there are other private colleges you can try for while counseling.
