what is the procedure to change branch in engineering college after first year?

i dont know which college are you talking about but generally college registrar has the authority to change the course or branch .
and according to UGC norms it can only be done after your 1st year (during or before 3rd semester).
i advise you to write an application and attach a photocopy of your marksheet for previous year and take it to the college registrar.

If it is a government college ask your dean! In private college go to registrar directly!! And in the mean time, if i get something about this process in your college i will mention it here!
