If you are using the career 360 app or even using the site to check update, all the ranks that have been declared by the NDA are shown on the app/ site. The cutoffs are out and they are legitimate. If it was a prediction, there would a fair warning stating that these Scores/ranks are not guaranteed or are predictions. So yes they are valid.
