With reference to your above mentioned query, I would like to tell you that Management Quota is a government authorized mechanism provided to private or deemed University by which students can secure Direct Admission in institute. Management Quota is only applicable in private or deemed Universities because they don't receive any grants from the government.
According to Medical Council of India 15% of total seats acquired by a private medical college can be Reserved by their authority as a management quota.
Further, you can get admission to BDS in various universities through management quota based on the donation contribution rather than merit.

You can apply for deemed universities in the second session of counselling. There is no regulation for any hindrance.
Enrollment for counseling for the second session has started on Feb 4.
Today is the final date of enrollment payment.
Option replenishing from Feb 7 and will go on till tomorrow I.e., Feb 11.

Why am I unable to reset registration in round 2 of all india counseling. Actually I havent filled deemed universities in round 1. But I want to fill deemed universities in round 2 and I am ready to pay the fees. How can I do it so..help please

I do not think there is a way to reset your registration as you are already a registered candidate. As you have mentioned your query you can use your previous credentials to apply for round 2 and there you can choose your preferences. And I also do not think that you need to pay again. I hope this would work otherwise if you want to register as a fresh candidate then you would have to forfeit your security money.

Yes you can. Now NMC will release the online registration process for Round 2 on November 18th. But because you have already registered, you needn't re-register. You can fill the choices and lock them. You can check the schedule at: https://mcc.nic.in/UGCounselling/Documents/Edited-Schedule-dated-29.10.2020.pdf . Choice locking will be open from 3pm on November 22nd. There is no cap on no.of Colleges that you can select in choice filling. The seat will be allotted based on merit and preference. With your NEET score and rank in the general category, you have a pretty low chance at getting into the government and top private institutions for MBBS and BDS programs with the All India Quota Seats (15%). Since Karnataka is your domicile state, you will be able to get reputed colleges using your State Quota Seats (85%) but a little difficult to get into colleges in Tamil Nadu.
In management quota, here are the colleges in Karnataka that you will be able to get into with your rank:
- Navodaya Medical College, Raichur
- K.Venkataramana Gowda Medical College and Hospital, Dakshina Kannada
- Srinivasa Institute of Medical Research Center, Mangalore

If I join a seat in 1st round deemed universities counseling and I get a government college in 2nd round of state counseling, then will I be able to leave the college of deemed university and join the government college?
Yes you are allowed to leave and join the government college. But there are some paper works which you have to do before leaving and about that paperwork that college staff will tell you what you've to do and what form you have to fill. You just say them I am leaving college what is the procedure and they will help you out.
