According to eligibility criteria of JEE main a candidate is a eligible to apply in JEE Main for 3 consecutive years. Candidates who have completed class 12 in 2019 or in 2020 are also eligible for in JEE Main 2021.
So if you fulfill these criteria then even if you are 1st year college student, you can apply for JEE Main 2021.
Also, keep it in mind that in 2021 JEE Main will be conducted four times and a candidate can appear for all the 4 times in the exam. The best marks secured by the candidate in all of his attempts will be considered for evaluation.

Sure you can prepare for jee mains in 1st year because if you see the syllabus of 1st year engineering that is quite similar to class 12th so it becomes quite easy . But the key points you can remember is as follows -
1.revise once atleast your previous notes of chemistry because it is very scoring in jee mains and takes less time to attempt .
2.practice two questions of math from every topic of mathematics daily . This will help you to revise all concepts of maths.
3 . For physics it is less scoring in jee mains so you can prepare it after when you are done with maths and chemistry .

You can definitely appear for jee if you are in first year of your graduation. The conditions are that the candidate must not be studying at any iit. Although students studying in a nit/iiit/gfti can definitely appear for jee. Make sure you fulfill the other eligibility criterias.
The basic eligibility to appear in JEE mains exam is that the candidate either have passed their 10+2 with PCM as Mandatory subjects, or those who are in their last year of 10+2 can also appear in JEE mains exam, so if you passed you 10+2 with PCM subjects then you can appear in JEE mains exam, but if by 1st year you want to say that you are in 11th standard then sorry but you are not eligible to appear in JEE mains exam.
