with the above mentioned rank in AP EAMCET, and according to the previous year AP EAMCET cutoff for MITS madhanapalli, your friend have decent chances of getting the seat. Madhav Institute of Technology and Science is a semi Government Engineering College in Gwalior, Madhya Pradesh. The admission into the BTech courses at the college is done based upon the performance of candidate in the JEE main examination through a counselling procedure. Candidates have to register themselves for the counselling process on the official website of DTE, Govt of Madhya Pradesh and appear for the counselling.  So you cannot take admission directly based upon the performance in intermediate level examination.
