I would suggest don't go by NIRF because in NIRF rankings there are many other factors taken into consideration other than placements before deciding the ranking so i would suggest just go on your liking . If you like IIT Bombay then go for it and if you like DELHI then go for it.
As you are opting CSE branch there won't be any difference in opportunities because both these top level IITs so i would suggest that just search for both these colleges and choose the one which fascinates you.

Yes you can take admission in whatever IITs you want.
Where you get admission into depends on what you give as preferences and the availability of seats in the college.
If one has AIR 1 in JEE Advanced, then the person can get admission into any IITs of their interest.
IIT Bombay is the most preferred and that's why people get into the college for CSE.

However it is seen that most of the air 1 holders took the cs in Bombay . Well, you can take cs in iit delhi too . It's your choice .

See, if we talk about the tuition fees, then it is uniform among all the Indian Institute of Technology and is 1,00,000 rupees or 1 lakh rupees for a person with no quota or benefits. The total fees of IIT Delhi and IIT Kharagpur including mess, dining, hostel etc charges is as follows:
IIT Delhi: 1,16,450 (annually with one time components)
IIT Kharagpur: 1,13,063 (annually with one time components)

Low means how much low …CGPA is definitely a criteria for placements but its not the final.There will be a spurt of companies visiting IIT Delhi campus soon. I think first round of placements is just about to start.Each company will provide certain CGPA limit of who can sit for placements.Generally core companies and coaching institutes prefer high CGPA. At least 7.But there are many open for all companies who either have very low CGPA criteria or no criteria at all.
The annual package wont be that good. But you will definitely get something to start with. Better than graduating without a job. (If you don’t have anything else in mind like civil services, GATE, CAT, GMAT etc etc).

For higher education, Material sciences or Polymer Chemistry is probably the best fit after textile, University of Akron regularly sponsors candidates from IIT-Delhi. Pursuing higher education in an unrelated area is a challenge but most of the people have been able to follow their interests after working as a research assistant for some time.
For placements, most of the companies don't have any branch specific criterion (they only look at the CGPA and extra-curriculars). Following is list of some of such companies:
1) Consultancies: Mck, BCG, Bain, KPMG, Delloitte, PwC etc. (except EY)
2) Analytics: Fractal Analytics etc.
3) Banks: DB, Credit Suisse, Capital One etc.
4) Start-ups: Flipkart, Rocket Internet group of start-ups etc.
Most of the core-companies like HUL, ITC, P&G, BP, TI etc. don't hire textile graduates.
It is not easy to get placed in Day-1 companies like Mck, BCG, Bain, DB etc, most of the people get placed between Day 2 to Day 15. Almost everybody in my batch got placed through campus (some of them had to face difficulties owing to their low CG).
Most of the core jobs in textile companies like Trident, Arvind Mills etc. are located in remote locations in India. Typically a plant is divided into 5 departments, Procurement, Production, Processing, Finishing and Quality Control & Testing. Core-jobs are operationally heavy, require good subject knowledge of textile and would involve managing one of these departments.

IIT Delhi is one of the oldest and best iit of India with well developed infrastructure. Hostel are luxrious with all necessary facilities. Modern and well maintained Lecture halls and well stocked library is present in the campus. Campus is very beautiful and have all kinds of facilities.
The college provides all the necessary facilities and every staff is very helpful. Everything is neat and clean. Wifi speed is awesome ( minimum 50 MBPS). The food is hygienic but the taste is pathetic.
College has all the necessary infrastructure. Labs are well equipped and air conditioned. Library has vast range of books. Whole campus has WiFi. Campus is generally clean and food is hygienic. There are various facilities like gym, playground, sports equipment etc. Both AC and non-ac rooms with 1/2/3/4/6 bed available.
