No, you cannot appear for JEE main just after 11th. While filling up the form for appearing in JEE main, you need to mention the name of the school and the board that you have appeared your 12th examination from or are appearing your 12th exam from in the same year in which you will be appearing for JEE Main.
Yes qualifying in JEE main is enough for NIT..but again it depends on the cut off marks and ranking obtained.
