Hello Student,
Yes obviously you can attend counselling in all India quota and also so for state quota. Just because you can I apply any college of your own state and you also can apply for others college of other states during the counseling period. Actually you have not mentioned that about which counselling not talking about that so it is quite impossible to tell about the all application process for the counselling process if you want to know more you just and commented down below.
