Can I opt for the second phase of the exam even if I have paid before April? Or do I have to pay again for the second phase?

It would be better if you can specify which exam you are talking about, otherwise it's difficult to tell that.
And if you are asking about MET Exam then I would tell you that :
Yes,you can apply for phase 2 directly.
And for that you have to book your slot separately for appearing in the exam.The process of booking a MET slot for a second attempt is the same.You will be charged Rs. 1400 for booking the slot.
