can l start B.ed on basis of graduation marks but l have active backlog in msc which l will clear.sir please reply.

Gemerally for a course the last education is considered. You can apply on the basis of your undergraduate and positively clear your backlogs. It should not be a problem since the masters program can be done at any point of your career and going for a masters would ask you to clear all the previous backlogs
