I applied for aiq but i did not get college in 1st conselling , do i want to pay money for second counselling or not

No, if you don't have to pay for second counselling. It is a fresh counselling in which new registrations and choice filling would start. If you have taken part in the first counselling then you don't have to make payment in the second one.
