I given JEE as SC in Gujarat. Can i get admission as SC out of Gujarat? If not why is there "other state SC cut off" in Universities?

No you will not get admission in other state as SC candidate because in other state you will be getting admission on all India seat and there is SC cut off in other state University for their state SC students as you will get admission in Gujarat under SC cut off.
