No, unfortunately you won't be able to do that!
You will get be eligible for IITs after clearing your compartment exam for the next year.
In that year the counselling of the colleges will be over before the result of the compartment are out, if not you can apply in that year too. But the main thing is that you will be eligible for admission only if you meet the eligibility criteria of IITs regarding boards.
