Yes, you are eligible to give JEE Mains 2019. Note that you can write Mains three times, in consecutive years.
Also, please keep in mind that since JEE Mains 2019 is your last attempt (JEE Advanced has only two), please try to prepare well from past year question papers and from mock tests. Keep reviewing the concepts of PCM class 11 and 12 daily.
