I am sorry but if you have not registered for the counselling in first round, you cannot register again for the second round. This is because if you do not register for the first round then your seat will be allowed to some other person who has gone through the registration successfully and now that person will be able to attend the second counselling if he /she prefers. Since if colleges are allowed in the first round then the second round only allows for upgradations.
