If I score well in TN Board exams in 12th with cutoff of 200, can I take direct admission to anna University?

There is no entrance test to get admission in Anna University as the seats are filled on the basis of merit only so if you meet the cut off then you would be having decent chances to get admission there. Also, to get rough idea about its cut off you can go through the below link -
