If there are no seats available for EWS Category in UP mop up round seat matrix, Is a EWS Candidate eligible for UR seats or not ?

Dear aspirant, if there is no seat available for the category you are of then a UR seat is not allotted to any student for any other category. So you being a student of EWS category are not eligible for the UR seat. It is better that you should apply for some other institue.
