Yes Domicile is required for the mop-up round for government colleges and government quota seats in private colleges.

Domicile is required to apply in state level colleges and in case you are looking for private colleges through management quota seats then you do not require domicile proof.

Yes you can get into government college MBBS seats if you are eligible and fulfil the rank criteria.
