I'm applying for maharashtra state counseling as I've a domicile. And I'm also applying in other states. So if I get a college in MH but I'm not happy w the college and put it for upgradation. And simultaneously get a good college in another state so till which round can I cancel the college in MH?

At on etime you can have only one domicile certifictae. Having more than one domicile certificate at the same time is an offence and is punishable.
You can particiapte in other states counselling but you will only be eligible for management quota seats in those states. Since you have the domicile of Maharashtra you are only eligible for the State Counselling of Maharashtra in Government Quota seats.
A person, to get a government college seat in mbbs or bds, can only apply for All India Counselling or their domicile state counselling (legally).
