According to the CMR mentioned by you in the question, you have good chances to get NIFT colleges for B.Des. course as per previous year's data and for prediction of campuses you can check out the NIFT College Predictor given at the end of this answer.
No there is no any reservation in NIFT Delhi for the candidates having domicile of Kashmir so there is no any benefit of having domicile of Kashmir if you are seeking admission in NIFT Delhi, and also on such rank it is quite difficult to get NIFT Delhi as per previous year's data.

Following are the eligibility criteria for state quota reservation-
-
The candidate should be a Citizen of India or an Overseas Citizen of India.

Candidates who are born in Gujarat or have the domicile of Gujarat, and have passed Class 10 and 12 from any of the five Education boards (Gujarat Board; CBSE; CISCE; ISB and NIOS) recognized by the state, provided that their school is situated in the state of Gujarat.

Candidates whose parent/s are in All India Services, Gujarat Govt. Services posted outside the state of Gujarat, or Defense services having domicile of Gujarat but posted outside Gujarat state shall be eligible.

Candidates who are born out of the state of Gujarat but have passed 10 and 12 from the state, would need to produce domicile certificates. Also, in this case, their parent/s must be residents of the state of Gujarat.

The Domicile Certificate is required to get Admission in Gujarat Colleges through GUJCET. C andidates who have studied in Gujarat or who have a domicile certificate of Gujarat are eligible to write GUJCET . Candidates who have studied Class 12 from schools located in Dadra and Nagar Haveli, Daman and Diu are also eligible, if the parents are of Gujarat origin. So, if you have studied in these states and if your parents were of the Gujarat State, you are eligible for Gujarat Colleges Through GUJCET.
Furthermore, below are the documents that are required during the GUJCET Counselling :
- HSC (10+2) mark sheet.
- Income Certificate (for TFWs candidates).
- Schedule Caste (SC) / Scheduled Tribes certificate.

You haven't mentioned if you are enquiring about Under Graduate or Post Graduate course. Based on the information available in your profile we consider that you are seeking admission to Under Graduate course. Last year a candidate with rank 4300 belonging to General category (Home state quota) secured admission to Hidayatullah National Law University, Raipur. As you haven't mentioned your category we assume that you belong to general category. Considering the cut off you will have decent chances of getting seat in HNLU in Under Graduate course if you secure rank (AIR) 3000. But the cut off is subjected to change, it may increase or decrease depending on total number of candidates appeared, difficulty level of examination and total number of seats available etc.

You have not mentioned that to which category you will belong.If you belongs to general category then there might be a chance for getting HNLU for your rank as per the previous year cutoffs as it was a decent and a very good rank.

Hope you are doing great as per the question asked by you, as you have been waitlisted 65 after movement for X.I.M.B for domicile quota and you have good chances of converting X.I.M.B for state quota as the normal waitlist movement is around 100-120 according to previous year cutoff trends. You are suggested to have patience and wait accordingly.
