No, as per eligibility criteria of UPSC, candidates need to pass Bachelor's Degree in any discipline from a recognized University, the time period may vary depending on general degree, engineering or medical, but you cannot appear for UPSC or for that matter any government exams with 6 month pass certificate, none of the exams have put this in their eligibility criteria that it's allowed.
