Fee for SC category for llb 3 years course? And there is scholarship for SC category after PG?

UG Law degree in India is 5 years, in UK/ USA etc its mainly 3 years. Why so? My idea is to send my child out to get the UG degree in 3 years and then he can spend the rest of the 2 years (when I compare the time taken in India to complete the course) doing a PG/internship. Thoughts, plz
